    In the Internet encryption and certification are not a luxury, but a necessity. However, there is currently an indiscriminate extension of some governments to decrease personal and business encryption and certification capacity outside of their borders, specially in the Internet. This scenario is worsened by hidden weak points purposefully inserted into exported encryption systems and by controlling CAs and TTPs. In this scenario, only security systems with published source code can claim to be fair and secure in competitive international use.  Presented at Security Forum '98, invited talk, São Paulo - SP,  September 98.

    Certificates are viewed as secure communication channels between two parties in a dialogue.  Certification is shown to be mathematically equivalent to distance measurement in a metric space.     The Internet provides raw power. Thus, it works as an amplifier which can reward results and self-discipline, or problems and inefficiency. The talk discusses the growth of the Internet and its working paradigms, as well as its evolution. For example, the concept of interworkability -- beyond interoperation, in order to achieve the massive collaboration made possible by the Internet. Which motivates several governance principles, including a move away from centralized control and stressing self-discipline. Sublayer independence and a simple core with complex edges will also be discussed as part of the Internet Paradigm. Presented at the III SegNet, key-note talk, Brasília - DF, August 98.

    If personal or commercial data are denied on privacy reasons then the other party cannot ascertain the correctness and the effectiveness of transaction data.  Third-party certification systems such as X.509/CA makes the paradox stronger, by introducing a third element in a binary dialogue.  Possible solutions are discussed using Trust Theory.
